		<description><![CDATA[Now into its second week, the impeachment trial unravels. One side tries to sneak in proofs while the other filibusters to block them. It is the cat-and-mouse that amuses the gallery. The judges try mightily to look competent to handling the trial of the decade. There is the presiding officer who brushes up on his procedures by the seat of his pants. Another Johnny-come-lately judge comes a-charging on reverse psychology. Truth to tell, the pace of the trial is terrifyingly excruciating. It is comparable to a trek on unchartered trail. While the Senate has gone thru the same route before in the Erap sideshow in 2001, the veterans relied on the deft handling by the real umpire before, CJ Hilario Davide. Davide knows his Rules inside out. Nobody from among the Erap panel dared to filibuster on objections nor displayed his textbook mind on the process. The direct went on smoothly: Chavit’s by Simeon Marcelo; Chavit’s secretaries’ by Governor Oscar Moreno; and Clarissa Ocampo’s by Mario Bautista. 		<description><![CDATA[Before he plunged into politics, Edcel Lagman was an excellent litigator. His old law firm was the Romero Lagman Chato Torres and Pasamba which held fort at the old Rada Building in Legaspi Village. Mike Romero of Lakas ng Demokratikong Pilipino and former representative of Negros was a partner. Willy Chato, the better half of Liwayway Chato; Ruben Torres of Zambales and former Labor Secretary; and Ely Pasamba of Quezon Sangguniang Panlalawigan, were his partners. PANAMIN or the much discredited Presidential Arm for National Minorities counted as one of Lagman’s roster of clients. Manuel Elizalde paid Lagman a handsome retainer until he fled the country in 1983 in the heels of an international report that the famed TASADAYS were a hoax. One of his able associates was Hector Soliman, the husband of the now DSWD Secretary, Dinky Juliano. Since his graduation from the UP College of Law in 1966, Lagman went on to excel in law practice. DBM Secretary Right after the EDSA revolt, Edcel was recruited as DBM Undersecretary and later Secretary of the agency. In 1992, he was elected congressman of the first district of Albay. It all happened at the Makati New World Hotel on the first week of August right on the heels of a surprise repeal of a local legislation granting both the governor and his vice governor as co-signatories in any agreement Malacanang may offer in exchange of a Court-decreed real property tax arrears in billions of pesos. The meeting was called no less by Vicente Bang Kulit Alcala, the combative vice governor of Quezon. Initially it was attended by the old man Danny Suarez and his wife, Aleta, anticipating a steamy exchange between the capitulating provincial board and Governor David JJ Suarez on the one hand and the vice governor on the other. For some reasons or another, the old man Suarez excused himself in the middle of the discussion claiming a separate appointment in the same venue. 		<description><![CDATA[THE BIG BOSS DOES IT AGAIN Danny Suarez has made it known to all his friends that his long stint in Congress should never be ignored any longer. Of course, his main agenda in running for the vacated district of his patron Benny Marquez was to enhance his business interests. He was committed at that point in 1992 to recouping his election losses in 1984. He was in the brink of bankruptcy having sold a couple of buildings in Makati he built during the martial law years as Gen. Rancudo’s Air Force point man. He was a veritable fixture in the Marquez residence in New Manila getting the ire of the imperious lady of the house, Linda. But Suarez has the uncanny knack of persuasion. 		<description><![CDATA[It was twenty years ago to the day when I met a petite kayumangging kaligatan skinny lady no more than twenty years old. Her voice was raspy and sounded inconsequential. She was in the company of the formidable Jun Mendeja of 999 am radio. &#160; While I was in a huddle with the sideburned Mendeja, the tiny woman would butt in to volunteer researched factoid and plain opinion. She deserved an intense look after all not because of her talent in broadcasting but her smarts. &#160; Mendeja brought her along in all his meetings and interviews lugging an old reliable bulky Panasonic tape recorder. From where I sit, she would shepherd me at the back of the session hall where the Quezon provincial board was convened every Monday morning without fail. She would hand me the ancient landline ensconced at the rear of the cavernous session hall whispering that I was “on air” and the guy at the other end of the line would burst his baritone ala Rey Langit, Ariel Pena. &#160; In fine, she practically introduced me to the local media in Quezon.
